How much oil is normal? Mine drip enough to coat the frame with a thin coat of oil in the near area, I checked the vacuum but I get almost 15-20 inches and it holds for a little while when I shut off the engine. What else could cause this?

They all have some. As long as it's not making clouds while you are idling or pushing a stream of oily discharge it is OK.
Since yours is a swap, the draft tube might need to be extended some to keep the truck clean. There might be a lot of turbulence right where the draft tube ends that is spreading the little bit of oil that normally comes out all over the place.
Get the end of the tube at least an inch below the frame, and miter cut the end so the open end faces the rear.

The isn't any blow by really, what I see is a little oil around where the tube sits on the frame. The engine does not burn much oil maybe 1qt every 3k miles which I consider normal for an engine with 220k miles that runs like a top.

Dang, my 92's at 200k and doesn't use anything at 3000 miles... I run 10,000 mile oil change intervals with Royal Purple 15W40 and will barely move off the full line at change.
