I'd say by the looks of that trip odometer it might be broken. And by the looks of the seat and the rest of the truck, it has a lot more HARD hours than miles.
If the cab is decent and the frame isn't rotten on the left rail, $3000-$4000 is what they are bringing up here in that shape.

A/C is a bonus.
Correct me if I'm wrong, not uncommon, but doesn't the 91,5 on have inter-coolers? ...Mark
Those chrome Warn hubs are usually found on '91.0s and up too.
The '89-'90 are likely to come with the Selectos.
There is some over lap in the switch over years of course.
I agree the mileage may VERY well be well over that. That seat and driver side armrest sure looks like it has seen more miles than 69,000.
I know the people on the farm. It was mainly used on the farm and not driven on many road trips. It was mainly used as a hay hauler and pulling trailers. Not heavy equipment. Just farm type stuff.
I’d tend to agree with another poster on that trip odometer sitting at 000.0 I guess there is a chance it was reset when parked but I would venture to guess that it’s broken and the mileage odometer isn’t working but a quick drive around will give you the answer to that. I’d agree on the $3k-$4k price range. I’m in Oklahoma and sold my ‘91 non-ic LE truck just like that except with a straight body, decent pint job, and clean interior for $8k but it was to a college age kid that thought he had to have one. However, mine was mechanically sound in every way
A year and a half ago I bought a 1990 Dodge LE250 4x4 Diesel with a flatdeck ( deweze bale deck actually) with 187,000 kms or about 177,00 miles on it. The body was in the same condition as yours , and it needed some tlc , but ran really good and the motor and driveline were in good shape. I paid $7500 Canadian or about 5300 bucks USD. My bale deck alone used is worth that much , if not more, and the flatdeck on your truck is worth $5000? us if you bought it new. The flatdeck in my opinion is worth as much as the truck . Go buy the old girl if the motor has good oil pressure , body panel are affordable now. These truck are like a collectable old car now in my opinion!

Thank you for your reply. Just the info I was asking for. Much appreciated.
Yes, I agree 100%. These trucks are now Collectable Classics.
The truck I want to get belongs to my Brother-In-Law's father. The truck is in a barn on the Family Corporation's farm were my Sister/Brother-in-Law live. The problem is they aren't on speaking terms with his father and haven't been for several years.
I'm not contacting Brother-In-Law's father about the truck without his permission. Would potentially create more unnecessary drama.
I hoping the patch things up. Then I'll make my offer to his dad.
Some folks just don't realize life is really short and family is all you got.
I paid $1200 for a 89 that sat for at least 12 years. I did not bother to try and crank it because the fuel cap was missing. Pulled the bed and got 10 gal fuel out and had a 1/2 gal water at bottom. Put the fuel in my daily. Transplanted engine into ford. Bumped the key to see if the starter was working. **** thing cranked up and ran great I don't even have a fuel tank yet.
