'91 is running only Wide Open Throttle (WOT)
My '91.5 5spd is running only Wide Open Throttle (WOT)
external linkage and throttle shaft seem to function normal, return spring is in place and functioning.
Had the pump 'resealed' by Bosch service center ~ 1000 miles ago (one year ago)
Possibilities?
1) Governor spring break or fall off? *they wouldn't add my 3200 spring, b-cuz it wasn't within 'factory spec', but they did sell me one to put on myself (which I haven't done yet)
2)Gov spring arm break?

So when you start the engine the rpms just go up to whatever? If thats what its doing, sounds like the throttle plate on the shaft is indexed wrong, or the idle stop screw needs to be backed down, or the full fuel screw is in too far. But i'd put my money on the throttle shaft being index wrong.

yeah i did this with mine except it was the other way around i couldnt get it to run. the shaft is kinda tricky but once you get the hang of what it is doing you should have no problem. take the throt linkage off and just have the throttle pin sitting Its what the big allen head screw deal sits on. start up the truck see what happens. the pin actually can turn backwards in my experience which didnt allow it to run turn the pin counterclockwise till you feel some resistance. then put it all back together with the truck running i e put the throttle spring and indexing pin with the big allen head back on the throttle shaft you will notice that when your tightening it if you are losing rpms. mine was a pita to do but i got it to where i set it for high idle held it there and then tightend the allen head down and it was right where it needed to be. I bet your throttle shaft deal is all the way tight or it is one of the things you described before. i dont know a ton a bout these pumps but it worked for me and is real easy to do if it is your indexing

I haven't / didn't have the pump apart: I just stopped for a burger, and when I came out it fired and rev'ed to the moon.
Glad the stop solenoid decided to work this time!! I was able to meter to ~ 2000 RPM with the stop lever and drive it up on a backhoe trailer and drag it home. (gov was not working doing this, making it a bit tricky to meter and drive. It seems to be happy to rev HIGH.
Maybe the throttle mechanism is loose, but doesn't seem to be.

I'd been driving it with no hassle for months, just took a Wendy's break for a $.99 Jr Bacon Cheese. The pump shop wants $1200 (over 3 yrs worth of Jr Bacon Cheeseburgers ) to look it over and rebuild it, tho they sealed it for $200.
Thanks Wanna, I intend on pulling the pump top, I had to do it on a friend's VW w/ Bosch VE last week, I think the Dodge is similar, and have the 'bigger' gaskets left from the kit that will probably fit the Dodge.

The top was removed, everything was in order and clean.
Replaced the gov spring and hoped for the best, but.... when reassembled it did same thing (full throttle all the time)
I guess that means the pump needs to come off and go to a pump shop (grrrr;$$$)

did you check to make sure your full throttle screw has the lock nut still on it..
if not and it moved it can cause WOT or run away affect..
just an idea.. try to back out full thottle screw..see if it makes a difference
