vacuum signal too low, No power assist , What can I do?

I don't have a diagram, but it is located on the driver's side of the engine, below the injector pump. The power steering pump is mounted to the back of it.

Marv, on your '97 the vacuum pump operates the HVAC controls, the cruise control and the 4wd front axle shifter.
