Mine has the same problem. How do I fix it

I have a stock 97 that is doing the same thing (not revving past 2300) How do I go about fixing this. Where is the overflow valve?

Do you have a fuel pressure gauge mounted? Theyre pretty cheap and give some good info. I spotted my overflow valve and lift pump problems with that.
