School me on the 5th gear issue

OK guys so i have a problem that i am trying to diagnose and i am not certain that the actual 5th gear failure has occured.

I am 95% finished with a 47rh to NV4500 swap. I bought the NV4500 and the trans rowed through all the gears fine when i picked it up. I bought the trans from oliver in vermont and he was a very trustworthy guy and told me there was no issues with the 5th gear.

Now i finally have the trans in place and all im waiting on is new driveshafts to be made and I go and sit in my cab and try to row through all the gears for the first time and i can not get the truck to shift into 5th gear. I have not driven the truck yet all it has done is sit so far but i can not engage 5th gear. This is why im not sure if this is the typical 5th gear issue because from what i have read people who lose their 5th gear can still "shift" into the position of the gear but the "gear" itself does not engage because it has backed too far off for it to correctly mesh.

One other important piece to the story, I did take the shift plate off the top of the trans to make sure everything inside looked sound. I have the NV4500 that has the shift forks attached to the shift plate so it was complicated putting it back on. So i am now questioning myself as to whether or not this could be my problem? or am i experiencing the typical 5th gear issue? i just dont see how the 5th gear could possibly go bad without being driven yet.....??

Yep, I can shift to 5th just fine............she just wont go anywhere.

Have you tried going from 1st to 5th, or 2nd to 5th? Sometimes you need to align the teeth differently when you are setting there with the shaft not rotating.

The common 5th gear problem will not prevent you from shifting into 5th gear. You can go into 5th no problem, but it acts like another neutral. I'd say that something is amiss in your transmission, and it probably won't cost too much since it's (hopefully) only 1 or 2 parts.

Well just spent another 3 hours trying to get this to work. All the forks line up and the 5th gear/reverse **** is lining up and dropping into place. Still even with everything lining up if i shift into reverse i can not shift out and i can not shift into 5th. Now i have found if i do not bolt the top plate down and allow for a little separation between the plate and the transmission i can get all the gears to work so I have come to the conclusion that the problem is either the reverse shift fork itself or the 5th/reverse syncros. Does anyone have any suggestions?
