Yep, its normal....
The "lift pump" on a 12valver is a camshaft driven, positive displacement, plunger type pump. The P-7100 injection pump has a spring loaded backpressure valve called the "overflow valve" . It helps maintain proper fuel feed pressure to the inj pump . The excess fuel that isn't injected into the engine by the P-7100 is returned back to the tank through this OF valve.
The fuel supply and return lines can really pulsate from the fuel being pumped around.
Have yours hoses ever been replaced? Those OEM hoses can be a source of starting problems when they start deteriorating, getting soft and begin leaking a little air into the system.

Noise?? No, I don't think so..
The most common complaint concerning rotten fuel lines is starting troubles.
Ya' let 'em sit for a while and air is drawn into the fuel system. Then you get to find out how good your batteries are!
