Another valve adjustment question

Another valve adjustment question
Here's my process:
I started by turning the engine forward with one of the bolts on the crankshaft pulley just until the #1 intake valve started to rise. I then turned the adjustment screw in 6 full turns and turned the engine over until the piston hit the valve and marked the pulley. I then backed the screw up, turned the engine over until the #1 valve had gone down again, adjusted the screw back down, and turned the engine backwards with the alternator bolt until the piston touched again and marked it. I then turned the engine over backwards until I was between the 2 marks and started adjusting.
I got to the #4 intake and it doesn't have enough adjustment for me to get the feeler gauge in there. Now the #4 intake and #5 exhaust valves are the only ones down. Does this mean that I need to rotate the engine 360 degrees and start over?
