98 12V wont turn over

Try checking the PAL fuses under the hood I think it is a 40A that has blown on mine and those same lights come on and stay on when that fuse is blown. I have had this fuse go out a few times in the past month when I had slightly burnt contacts, cleaned them up and it has been fine. Already had the large contacts in the starter so I did not replace them.

ok i found the problem. the wire running from the no 2 fuse to JC2 had a bad connection. repaired that and it fixed the problem. windows work. all warning lights are off. thanks so much for the help everyone!! i really appreciate it, dont know what i would have done without your help! THANKS!!!!!!!!
