98 12v 5spd can't get over 45mph?

Got a friend out of state who has one he just bought and he's telling me it won't go over 45. I had a 98 5spd for a couple years and I've told him to replace the fuel filter for starters and then the lift pump screen next. Any other suggestions before testing fuel pressure and that sort of thing? Thanks.

I had an issue like this once on my old dually. The throttle linkage rod that has a turn buckle (essentially) backed off and reduced throttle travel to almost nothing.

Have seen some catalytic converters on 2nd gens plug up and reduce power. The quickest way to diagnose that is to disconnect the downpipe from the back of the turbo and go for a quick drive.

Another common one is for the fuel shutoff solenoid to bind up and not pull up fully. That one is easy to feel with your hand with the engine running, if you know what it's supposed to feel like when it's working properly. He could also remove the solenoid temporarily and wire the lever fully up and see if the condition is improved.

Oh yeah, familiar with that solenoid and about two weeks worth of working it by hand. The solenoid (in the back near the hood line) was actually full of water. When I replaced it, I re-hung that sucker the right way. Didn't think it could only partially work and I can definitely pass that on with the throttle linkage deal. Thanks.
