97 possible damage near weep hole

.So I was under my truck & noticed the surface around the inspection plate looks pretty nasty.The previous owner said he didn't know anything about it.It almost looks like someone tried to weld it for some reason the left & right side look similar but not as bad as the one above the weep hole.Any ideas & is this something I should be worried about?

What am I looking at? As in where is this close up picture taken / what is the part called?

Thanks I have the owner of a diesel shop that is trying to trade me a running 6.0 pad for my 24 valve that needs a starter,bumper 2 new doors my other bed put on & a windshield anyways he said it looks like casting marks also.
