Sounds like a vacuum pump issue? Perhaps the pump is working too hard to keep the vacuum up and is drawing a bigger load on the motor.

So could be your vacuum pump or you brake booster? Check to see how much vacuum you have.

If it has an auto trans maybe the torque converter isn't stalling right? Just a thought.

do you have a tach? what happens if you drop it in neutral while its pulling down the rpms?
also if its a low vac issue the parking brake and ABS lights should light up when the vac drops too low.

#2 no tach.(i'mlooking) sometimes it pulls down in net., but not every time ,the abs -park lite were born "ON" in some of these old-er modles(ha), i'm working on that too.

the vac pump is mechanically driven so if your idle is too low it might not generate enough vac. i have my idle set just high enough to keep the abs/parking light off while i'm in gear at a red light. if it does come on i shift to neutral the engine speeds up enough to get the vac running hard enough to turn the lights off. when you played with your power screw timing you may need another hundred or two rpms ( if you had to turn down the rpms like most pumps need after those adjustments). super easy to do that once you've taken the low idle screw out and cut a slot in it so it can be adjusted with a screwdriver.
