Check the wires for the crank sensor. SMKHZRD had this problem, and he put a new TPS on it and it still did it. Turned out the wires for the crank sensor had rubbed through and was shorting on the top wire holder at the front of the motor. I put some electrical tape on it and shoved a little piece of rubber in the holder so it stays put, not flopping around. Not one problem since then.

Would the CPS being out of position also cause the OD to delay? Some times, a lot of times I have to let up on the throttle to get it into OD.

I dont think a cps will delay od but it could be a bad tps. I think there is something in the sticky about testing it.

No, that's a TPS adjustment issue.
