Hard to shift out of park

Hard to shift out of park
I've got an 03 quad cab that is being very stubborn shifting out of park. It does not feel like the transmission is giving me problems and originally I thought it was in the column. Usually I can just play with the shift lever a little and I can get it to shift (once it shifts it moves smoothly throughout the gears).
The last time it had this problem I took the column apart and the lock in the column was working correctly; it was rotating out of the way with the key in the on position.
I am assuming from here it is in fact in the transmission but I don't know where to start looking.
Any help is greatly appreciated.

I don't really think it has much to do with parking on an incline. I have tried putting the T-case in neutral when it happens and it does seem to help but I kind of think that is just coincidental.
