Smarty probably best mileage increaser.... from my experience.
Combine either with a set of Bosch 275 injectors and he will get max possible mileage..... if he can keep his foot out of it!
Maybe just the injectors would be even better?? (Don't know anyone that has tried it.)

I'm with the other guys, a used Edge EZ would fit the bill nicely. Or if you find a deal on a Edge Comp (which could happen), you could do that as well and not that the wire till he's ready for more.
Maybe he could get a set of Jammer 3's from someone we know if he's not going to use them.

Thanks for all of the help. I'll watch the classifieds and see if I can come across and edge ez or comp. Anyone ever used the quad max mileage? if it does what it says it would probably be worth the 200 bucks no? Any other comments or suggestions are appreciated.
