I don't know what you plan to sheet the parts for the wheels but the last two trailers I made I used a heavy expanded mesh so it not only gives plenty of grip but allows easy cleaning and is lighter, I even made the ramps out of the same stuff. If you do use it don't weld the mesh all at the same time as it will warp the frame.

How much suspension travel will you have? Any particular reason for putting the bags both in front of the axle? Seems having one behind the axle, it would have more leverage and one bag could be enough to carry it.
I've thought about a gooseneck flatbed with the tires up through the floor like a low-boy, with enough spread to park a 15.5-38 tractor tire between the axles, with air-ride.
