Interesting towing question
The way I understood it to read is truck gross (11130) plus trailer gross (20000) gives you legal weight limit? Granted anything over 26000lbs. gross you have to have class A. I should be limited to 31130lbs.

Now when you pay your licensing fees for your truck be sure you pay for 31130lbs as your Taxed/ Licensed GVW thats where they get you. Otherwise you are fine.
Even if its licensed to 31130 isn t it a citation waiting to happen if he is over the GCVWR ? (21-23k) Or if the trailer is licenced for 20k the truck for 11k and all the axle weights are ok, its ok? Now, if its licensed to 31k does he have to have a cdl to drive it period, or only if it goes over 26k .

The factory GCVWR isnt relivent, Tandemn drive axle Tractor trailers are GCVWRd for 80000 yet you can legally pul 105500 in alot of states 126000 in others, so the same rule applies. The GCVWR is flexible based on licensed capacity which is ultimately dictated by the number of axles and distance bridged between axles. So even though the trailer is capable of 80000 the load may not be able to be distributed over the bridged distance enough so as to legally keep the per axle weights in check.
So then like was said before you add the truck max GVWR +the Trailer max GVWR and that gives you your max GCVWR. so the 8800lbs +20000lbs is 28800. your truck probably weighs 6800 so you can only have 2000lbs on your pin the remained of the load must be positioned over the portion of the deck that will lean on the trailer axles and then be Balanced, this is where bridging a load comes into play.
You are correct though he will need a CDL, it is a combination of factors Haulin in Dixie, always explains this clearly and well. This is a grey area, but If the trailer is over 10000lbs and/or the combination of vehicles is over 25999 you have to have a class A to pull it only when the truck is hooked to a 10k lbs plus Trailer.
There have been some really great debates about this and at one point i was up to speed and could spit out the details, now that i no longer do this im starting to get fuzzy but i will tell you that yeas i am definate that he will need a CDL
