wastegate question

I have an 02 3500 auto with the hy35 turbo..What is the best way to fix a wastegate that is stuck open?

Is the J-hook on right. Are you making any boost at all? If so what is it?

I'm hitting 20-22 psi and thats it

The turbo you have, if it is stock, that's all it's gonna make at factory setting.
Put a boost fooler on it for more boost.
