Turnbuckled Wastegate

What is the purpose of this? just to keep it open when turning up the boost?

2001-2002 auto trannied trucks have a different turbo that doesn't allow the use of a boost elbow,
so the wastegate must be manually forced closed longer so the boost can come up.
