timing??
The smaller pumps love higher timing than the bigger pumps. My truck runs great at 19.5 and has done so for the last 4 years with no problems with the HG with the mods I have right now.

The p7100 is a good pump. Here is a quote from what infidel said and I feel it is right on the money: "Setting the timing to 16.5° will increase engine longevity, it's more like what the engine was designed for for max power and economy before the EPA got hold of it." My timing is set at 16.5* and it really does good there.

I heard you can still make 350 hp easily with a stock small pump but if you want more and go with larger injectors you'll need larger delivery valves.

Yeah, I have one (suggestion, that is).
Put a fuel plate in before you break that pin in the pump rack.
At least take your old plate and cut it to a "zero" (flat all the way).
I'd say you're at the ragged edge of what the HX35 can do, fuel-wise. You might think about turbo mods/upgrades first.
Concerning the DVs, talk to the guys at City Diesel:

Also, you might be able to find a set of bigger factory DVs that someone has replaced from a later model cheap.
