Should the pitch of the turbo change when increasing rpm.

Yes, but only under load.

Revving in park or neutral will accomplish nothing, turbo wise.

Hey now, I can build 9 lbs in neutral by doing a double blip of the throttle, and that was before the new mods

I found out today I can get about 16PSI in neutral As far as the question goes yes the pitch will change, as the RPM's of the engine increase so do the rpm's of the turbo.

The pitch of the turbo also changes as it gets closer to the edge of its performance map. Over 35 psi, it starts to make a different whirr sound on top of the whistle.
