Do you get any boost on takeoff? Any smoke on takeoff? What did you do to it to get the 35# boost?
EGTs?
Manual or auto tranny? If auto, stock TC? how many rpm whne you want to get moving?

Lots of questions to get to something close to a good diagnosis...

Sounds like it's been modified...based on the air intake & the 4" exhaust. Possible that you have a larger turbo or a larger turbine housing, resulting in slower spoolup.
Those EGT's are high, I think...if it's truly 600*, post turbo, and on level ground...just maintaining 60 or 70 mph?
Need to find someone in your area who knows CTD's and can tell you what you have. I would post again...for help in your specific area. Are you Redding PA or Calif?

400 horses simplest way, since u have an exhaust already

100 or 0 plate
GSk 3 or 4K rpm
370 injectors
Laser cut delivery valves
timed pump at 16-17 degrees (possibly higher)
BHAF or Scotty II
Hybrid 35 turbo or larger or an H2BT

as far as pump timing goes, Dodgeram.org has a good article in the procedure, here you go..

EGR? I doubt it. Yes, the cat could be plugged, hampering flow.

Sure it's not just a muffler? Never seen an aftermarket exhaust with a 4" cat.
