Is My Ksb1-2 Junk?

Ok, so I got the new turbo installed and I'm it's not all I thought it would be. It's a non wastegated one and I was told to expect 48-50lbs of boost. I haven't seen it get over 40. My stock one was getting a solid 33-36lbs and cooling just as well. I thought it might be because I hadn't put enough of a load on it but yesterday I towed around 7K up some decent grades and still never saw over 40lbs. Also, it has a very weird flutter sound when I am holding steady throttle pushing around 25lbs of boost. It almost sounds like the turbo bark flutter. Is that normal for this turbo?

Somethings definately not right! Our set ups are very similar and when I had a KSB1-2 I got 48-50 at full power. No idea on the flutter either? Had a boot come loose once and could not pull more than 35 psi...worth a double check?
Definitely sounds like some kind of an air leak!
Another thought...have you done any break in? All B-1's come with VERY heavy breakin oil. I kept it under 20 psi for 1st 200 miles so I don't know what would happen if you tried fighting the heavy oil? Hard to believe that would be a problem after a few miles.
How's your spoolup?
