How to stop turbo surge

I think my turbos might be surging. How do I fix this, do I have to add an external gate to my super B? I know that when I am driving around an give it a little, the total pressure is 20 psi while the S400 is only showing 6psi. Should it be more equal?

Under what conditions do you think you are getting surge??

What housings are on the turbos? What's the wastegate on the top turbo set at? Are the pressures listed on accel? steady? towing? Is the wastegate open?

Need some more info.

Under the conditions that I think I have turbp surge is that when I am at full boost (80psi) it starts to make a studdering noise, but the boost remains constant

not sure on the housing sizes. The S300 is a SuperB so what ever they use on their housings is what I have.

The pressures listed are at normal driving conditions (65mph). I dont know what the top turbos waste gate is at. I have not messed with and when it was the only charger I used I plugged the line.
