I really hate not being able to control where the air comes from without the darn fan running to do it. One of the really nice "features" of my 97 is that the fan could be left off and with the air deflection/control switch left in the defroster mode,(or any other position) vent air would be deflected there. Kinda like a free defrost. I used to do the same thing for normal vent mode, I could leave the fan off and warm up the truck WITHOUT turning on the fan at all. On the 98, you cannot choose that without the fan or a/c coming on. The vent is just too much air coming out the top vent when that fan swich is on low (drys my eyes out).......maybe just disabling the fans power by a switch?

What mods have people done on a 98 and newer truck to disable the "fan on" but allowing just vent air to flow?
