EGT & boost ?
I would think you need to stop your wastegate from opening. An adjustable boost elbow would do it. I think tst sells them cheap. Some other properly valved guys should be here soon to save you.
ur boost is low 4 sure, my 97 with nothing on it just the stock fuel plate slid full forward will hit 30psi at wot, and i can 1000* at wot for a few secs. plug your wastegate and what u hit then, should be much higher. mine isn't plugged yet but will be soon or maybe just tightened down.
Plugging the wastegate should be used with caution. Things can happen, bad things. If the turbo is still in good condition then there should be no problem though. I have run psi in a stock turbo upwards of 45psi and have a friend that has taken it as high as 57psi for a stock 35 ofr months on end. For an H1 I wouldn't recommend that high of pressures but upper 30s won't hurt it. 35psi would be a good number to watch. Your temps may drop, how much depends on your setup.

at least 35psi but i would buy a boost elbow and limit your boost to 35psi or something pretty close to it, much past that and the turbo not as effecient as it should be so i would save up or buy an aftermarket turbo such as htt62/14 or something similar. maybe a sps62 or 64
to me those numbers with that pump, dv's, injectors and a stock turbo should be way higher than that as i can see those numbers with my setup easy. i'm suprised noone has asked is the EGT probe pre-turbo or post-turbo? i use to could peg a 1600* pyro with stock injectors, dv, turbo and 4" pre-turbo.
