adjusting a boost elbow

I got an adjustable boost elbow from Vulcanperformance.com to install with my edge ez (got it used, didn't have one with it) and was wondering which way you turn the screw to delay the wastegate opening? I turned it all the way in assuming thats the way i would wanna go, took it out on the road, and even with the ez and 275's, I was still getting only 20psi of boost. Took the fitting out, and I could blow right through it with my mouth. So rather than mess around with it, I just blocked off the wastgate for now. Now I'm getting 29-30psi.

Something must be wrong with it. Turning the screw in should increase boost pressure.

Yeah, like Mike D said, sounds like something is wrong if you insert the screw all the way and it still has flow.
