Do you get the top of the washer flush with the top of the big spring or the bottom of the washer? I am assuming just an average washer? TIA

Look up Gunracer's post called "Free GSK for the p pump bunch". Gunracer is the one who invented this DIY mod.

On edit to answer your question yes the retaining nut wants to be as close to the original stock position as possible after the washer is fitted. Regular washer thickness is fine.

The washer goes inside the largest spring (idle spring) just under the retaining nut and sits on top of the smaller spring pack .
This extra thickness allows your motor to fuel beyond the stock rpm, but does not affect idle.
So size the washer to fit inside that big spring, cover the others and with a center hole large enough to fit over the stud.
