Question What do ya'll think of this?

In State College PA, landlords are now going to be responsible for their tenants behavior after they move in. They will be assesed points for each infraction due to a tenant breaking a law.

"A new property maintenance and fire codes ordinance now holds landlords responsible for the actions of their tenants. State College Borough Council passed the ordinance Monday night, six-to-one. Under the guidelines, if a tenant is found guilty of a criminal activity like underage drinking or rape, the owner of that property will be penalized. Landlords are allotted ten penalty points a year before their permits are revoked. After receiving five penalty points, landlords can present the borough manager with a plan to deal with the problems associated with their property. Council members say this ordinance will require landlords to weed out potentially destructive tenants. Landlords say there's no way they can know what their tenants will do once they move in. This ordinance will go into effect as soon as State College Mayor Bill Welch signs the paperwork."

What do you want to bet that available rentals go WAY down in that town? If I were a landlord, I'd refuse to rent to anyone if I was going to be held liable for my tenant's actions.

I should point out, State College PA is where the main campus of Penn State is. Basically all college renters. I think the student body is about 40,000.

There are two types of Rental Property owners.
I have two rental properties that I own and always make sure that the tenants respect my properties, and respect their neighbors.
The Clown who owns the rental property next door to my house is the exact oposite.
He has rented the property as a rooming house to five 20-something guys.
They cut the grass maybe two to three times a season, the bushes haven't been trimmed in 8 years, their leaves constantly blow into my yard, and the rain gutters on the house have trees literally growing in them because they havent been cleaned out in over 8 years.
I have put an end their weekend "Animal House" reinactments by calling the local PD, their landlord, and finally going over for the third time at 2:30 one morning and telling them to knock it off.

Their screened-in Gazebo/Party Shack is about 10 feet from my bedroom window.

It's all good , after our "Neighborly Discussion" they're quiet after 2200 hrs now, and nobody died (yet).

I think I'd back that soot pipe carrier up right between the house and the gazebo and put the edge up on about 4 and rev it a few times...maybe a burn out in your driveway. Probably would get their attention. Then if you were to walk out of the dark cloud with the item in your picture #1 in hand, I'm sure the party would be over pretty quick. LLOL.

I have been known to pull out the "stroked" Shovelhead with the Thunderheader pipe and perform a 4 grand holeshot in front of their house early on a Saturday morning after one of their previous parties though..........

I have 40 rentals in a college town. Its what I do for a living. Students are my best tenants. As a landlord all I can do is check the credit rating and past references. If they are bad its a no go. I have had one complaint in 20 years, and that was because the family had 5 kids. What am I suppose to do? Rent to only non fertal couples?

This point system is a bunch of crap. Its the police's job to stop wild parties and enforce the law.

Yeah...don't punish the guilty for rape and stuff like that...punish the landlord who should have known about every single infraction the tenant is supposed to participate in. It's in the lease agreement ya know...below the section where you check the box stating that you're an invincible piece of legislative crap who has a delusional outlook on life.
