Question OBD II Scanner

Not sure if this is the right place for this....
Recently both my truck and my Subaru Forester had their CELs on. I bought a hand-held scanner (Equus Innova 3030) just to be able to pull codes so I wouldn't necessarily have to go to the shop to have codes pulled.

Meanwhile, the tranny problem that threw the code was fixed and the light went out. The Subaru's codes had to do with a front O2 sensor and front cat. Then the CEL went out on it, too. So, my scanner comes in the mail...

I hook it up to Subaru and get "err1." No matter how many times I start over, still get the same result. the scanner says it covers all OBD II certified vehicles, foreign or domestic, and the Sub is an '01 and is OBD II certified.

So, I hook the scanner up to the Dodge, and get P1698, and P1698 pending; how ambiguous is that?! Therefore, the scanner is working -it pulled codes from the truck, but for some reason the Sub won't communicate with the device! When I had a kid with a more pricey handheld scanner pull the codes for $5, he was able to get them from the Sub before. What's going on?

If a different brand scanner worked on it, then the problem lies in the new scanner. I would go their website, see if they have a tech support number, or send it back.
