So Bark was the winner f this little contest...
I used a cheapo plastic texture gun (borrowed) with the pressure turned WAY down on the compressor and sprayed the DE dry. My crappy compressor does not turn down all that low so it still came out pretty fast, but it worked pretty good. And I didn't even have to find, put together, strip threads on, throw across the garage, find again, repair and assemble any parts and pieces...
So to all you contributors... Thanks!!!
I think next time I may try to put a light water or oil spray on the cows as Rick suggested as well. Good thing is the flies disappeared almost instantly, and the cows did not appear to be as uncomfortable in the corrals.
One word of caution, if by the rarest of chances that any of you wish to look like an idiot crawling around on the ground powder coating a cow in a squeeze chute, wear a dust mask. DE tastes kinda bad, and makes you hack up really nasty white paste and look like a stoner with cotton mouth, or a heroin addict going through withdrawals... DE can be kinda hard on the lungs, it has a very high silica content.

Maybe some cheap plastic sprinkler heads midway in the chute with the heads turned to a fine spray or mist would wet 'em enough to apply the DE? PVC pipe and fittings arranged in a hoop that the cattle would walk through shouldn't break the bank.

That cracked me up. You can always tell people you are putting an undercoat on to keep the cows from rusting.
