actually, it was from a legal standpoint- the department was not going to be sued over this guy so they gave him an option. He cannot afford to get a law suit, so he became unemployed and will quietly move to another state.
my two cents was he was correct up to when his partner told him to stand down.

He resigned because he and his lawyer thought it was in his best interest to do so and probably from the stress of the international media hounding him everyday. The department can't "make" him resign.
His resignation won't have any bearing on whether the Moats family sues or doesn't sue. The City would still be responsible (Powell too) regardless of the resignation if a court decided to rule in the Moats favor on some sort of a civil monetary judgement.
I am not defending him. No doubt he screwed up. But I think he just had one of those real bad days that we all have every once in a blue moon and wish we could just have a "do over". In this job, and especially now with the media scrutiny, police don't get "do overs". It was probably better to just resign and move on. He probably should consider another career anyway.

They show a track record of good or bad work ethics or practises that are designed to keep the regular citizen respecting the good LEO's and weeding out the, "the not so good ones". Every industry has it's fair share of bad apples, I would think that police officers are no exception. Am I wrong?

No, they don't help when you need them. I would have been better off taking it into my own hands, and going before a jury. And, I've been a law abiding citizen my whole life. The next time, I'll risk jail time.
Personally, I wouldn't help a law enforcement officer if his or her life was dependent on it. I could easily walk right by.

Dang, I tend to have the opinion that most LEO's are Historians and Reporters and do nothing to prevent or stop crimes but most of that isn't their fault. But that is just plain cold. I would still help 95% of them if they needed anything. There's about 5% of them that are walking attitudes. Moats made a rolling stop and there were no other vehicles around. This LEO was wrong. He could have simply verified what Moats was saying was true, especially when the nurse came out, gave the guy a ticket after he went to see his mother-in-law but instead he played the power trip on him. I would have fired him if I was his boss. Because I have a feeling this was just one instance of this officer showing a potential attitude problem.

I have other words for him, but I won't go there. He's not worth it. It's sad that we have people out there like that, but they are all over the place and they are usually the ones that really need to look in the mirror.

Yes, you are wrong. Half of the complaints an officer gets are a lie. At LEAST that. Angry citizens call in and lie, right to a Sgt. and say something that isn't true. It's investigated, written down and goes into my file forever, whether I did what that person said or not. Video has proven them to be liars, but it doesn't matter. It's still there. The only way that complaints would matter is if they are legit. The majority are NOT legit because whiners can't seem to take responsibility for their own actions, so they go after an officer in the worst way they can find.

I pray you never need a LEO because I dont think you are worth the possible sacrifice one may have to make.

Yes you will still need them. Even if you take the law into your own hands, unnecessarily.......they will still be investigating whatever it is the other perp did that made you, in your own mind, think you should take some sort of action. Then they will present both cases to the DA to go before said jury, instead of only the other perps.
There is nothing wrong with defending yourself. By all means, please do. The police can't be everywhere and sometimes........when seconds count...the police are, at least, minutes away. But if you have the opportunity to avoid a conflict and call 911, I'd suggest you take it.
That is just sad. You are a POS who has an axe to grind because of something in your past. Police aren't perfect. But you are something much worse.

back to the original subject, they have said that he pulled the same over the top attitude on another lady for making an illegal u turn even went as far cuffing her. dont know the complete story from both sides tho. have met a lot of troopers been stopped by one 3 time 1 for speeding the other 2 was because i had no front plate 2 different trucks all 3 times i was polite and curtious, he was rude and had attitude problem. some guys just have a bug up their butt no matter what. i have too many trooper freinds not to stop and help
Dang near every moment of my working life is recorded by video, gps, cad history, deposition or public record. I'll trade skeletons in the closet with whoever I stop anyday.
