Best primer? Repainting a tailgate

Like the title says. I've been using John Deere buff primer but I think it's causing my paint to crack. What have you guys had good luck with? Please no POR 15 debates, however I am interested in that stuff.

There isn't a best primer, just compatible primers.

What is the brand of paint you are using?
