Animals being neglected...

This sort of thing really gets me upset. Perhaps the owner never thought of contacting a vet first...?

There are lots of horses out where I live.

There is one at a neighbors that lives in a small pen that I pass while walking my dog. She has a really nice personality and whinnies as I pass so I will show her attention. I had not been by much this summer but walked by a few weeks ago and noticed that her halter had gotten tight and started cutting into her face. I went by the next day and it was getting worse and flies were starting to get into the wound so I knocked on the front door but nobody was home. The following day I noticed that the halter had been removed but that the cut was still there. It is starting to heal but she will have a deep scar.

I have the land for a horse and would offer to keep her at my place but I just don't have the time to take care of her.
