YES YES and YES. I am surprised they haven't done that by now. Commercial fleet vehicles even have this.

I think it comes back to $$$ and insurance companies. Less crashes = less $$ for them. They only care about $$ so if reducing teen driving accidents hits their bottomline, no way.

If I were a parent buying a car for a young driver, I would completely opt for a car that is programmable for max speeds, max RPM, etc.
