Will not start

I am trying to help a friend. He has a 2001 CTD in 2500. Yesterday evening he said he had a water in fuel light. Showed him how to drain the fuel filter. He cycled the lift pump several times. The truck started and immediately died. Just changed the fuel filter and filled the canister with fuel. Again cycled the LP and it still will not start. Tired to get it to throw codes but all that came up was P doNE. Any help will be greatly appreciated.

Have you tried loosening the line going into the VP and then cycling the lift pump? have someone there with a wrench so you don't pump 30 second worth of fuel all over your engine. This would remove any air up to the VP , and verify that your LP is functioning.
Does he have gauges?

The next step is to crack the injector lines , and crank to see if fuel squirts out. Do not crank for more than 30 seconds , if there is no fuel at the injectors by then , there is a problem somewhere. If you do get fuel at the injectors , tighten the lines , and it should fire right up.

Are you getting fuel? Loosen the filter cap and run the LP. No leak is bad.

If you have a leak, tighten the cap and loosen 3-4 injector lines at the head. Now crank it 10 seconds or so. Are any lines leaking? If so tighten them.

If non leak, there is a good? chance the VP is bad.

By cycle the lift pump, you mean bump the starter so the lift pump runs for 20 seconds, right?
Not just turn the key to on.

And, did you manually fill the filter bowl with fuel, or let the lift pump fill it?
You need to let the lift pump fill it to determine if the lift pump is still working, just because you hear it run doesn't mean it's pumping fuel.

He'll probably have to crack an injector line or two to purge the air out of the system.

Loosten the line at the injector,
then crank the engine until no more bubbles come out of the line, then tighten it up.
No longer than 20-30 seconds should be enough cranking.

Do this to at least two lines, then crank the engine again and it should start.
It will run very rough on those two cylinders, but the air will purge out of the rest and it should smooth out.

May be a stupid question, but where is the lift pump. We we bump the starter, do not hear the pump run. When he loosened the cap on the fuel filter, nothing leaked out. Also loosened a couple of the injector lines and still no fuel. We also tried my 99 CTD and could not hear the lift pump. When it was cooler, I had no problem hearing my pump. My guess is that the lift pump has died.
