White smoke/low power

I just bought another dodge diesel for cheap, a '96 4x4 stick shift with 280,000 miles. I was driving it home and while leaving the guys house up a steep hill I got on the throttle and was unimpressed with the power and saw a lot of white smoke while on the skinny pedal. Granted the engine was still pretty cold..... Once the engine was warm no more white smoke but still seemed like it was low on power. Any thoughts Bad fuel pump, injectors or is white smoke antifreeze burning off like you would see in a gas engine with a head gasket leak? Thanks
