Warning on pump ticket

My rebuilt pump has a tag on it that says: "This injection pump or governor may be equipped with locked/fixed timing feature that MUST BE DISABLED after installation on the engine."

What the heck are they talking about?

Also, there is a small crescent shaped key attached to the tag wire.

Right. You have to put that little crescent shaped washer under the bolt head that's under the hole that the wire is fed through. This unlocks the pump shaft.

It was wired to one of the flange holes. I don't understand what you mean.....

I haven't done an R&R of an injection pump,
BUT.....
The service manual (worth it's weight in gold in cases like this) refers to the new pump as always having a unique keyway (your cresect shaped key that fits into the pump shaft and the gear slides over it).
This is how the new pump timing is set to the engine timing.
The new key should also be serial numbered to the pump.

Sorry, I was gone all weekend, I'll try again. On the side of the pump, just below the hole the tag was wired to and in front of the KSB solenoid there is a bolt head sticking out. Loosen that bolt head and stick the crescent washer under it, then tighten it back down. The pump is now unlocked.
