Truck won't go over 50mph?

Alright here's the situation. A gentleman wrote an add on craigslist stating that he's broke down here in Kingsland GA in his 2wd 99 dually as he was coming up from souther Florida. He's on his way to Ontario Canada and needs help like its going out of style. He's located another tranny somewhere around here and either needs the tranny put in or itrebuilt?!? OK so i called him letting him know if he needs help let me know i'll help him swap it out. Besides the obvious things such as he ran the tranny low on fluid what else could it be. Could the TC be toated, he didn't say that its over reving? could it be limp moding around? Let me know what i could tell him b/c he didn't give any details on what he was doing while this is going on or any other symtom besides it won't go over 50? i guess it could be fuel system related but that a whole other ball of wax. any help is appreciated. thanks Chris

maby a bad tps not letting it go in to od ?

it happened to me and about 50 was as fast as i would be able to go with out oveer reving ?

fluid level in N on the level ?

cloged fuel filter ?

cloged air filter ?

read the codes !

my transmission went crazy on my 99 one time and all it ended up being was a $35 speedometer sensor of some sort. It would shift up and down whenever it felt like it and i couldnt go over about 40mph without hitting the rev limiter
