idle speed too fast

idle speed too fast
After driving 150 miles on the freeway, I got off the exit and the idle speed wouldn't go below 1600RPM.
This is on a 96 CTD w/ 215 HP engine, 12 valve, P pump. I have checked throttle cable, springs,rod ends, and linkage, their all ok. Idle stays high with the throttle rod disconnected from the governor shaft.
The engine has a #10 fuel plate and I checked that out. the plate is tight and right where I set it about a year ago.
any ideas of what to check next? I need this fixed ASAP I work out of this truck! I can't work till it is fixed.

I will try to find a link I had for adjusting P pump , You may want something like that before you go into it , also this may be a good time to put in the gov. spring kit [ allows fuel past the 2,200 RPM , 2 sets/kits 3,000 RPM or 4,000 ] .
