Any codes? When was the fuel filter changed? Is the lift pump working....do you have gages?
Also, it could be the dreaded VP44 problem. If you can read the codes and get a P0216, it probably a bad injector pump.

"P0500 Vehicle Speed Sensor 1 Circuit, or No Vehicle Speed Reference Signal 1"
This is the only code listed in the DTR Tech FAQ's. Sorry, but I don't know what it means.
I don't understand why the dealer didn't clear your codes. Have you disconnected the batteries to see if they will clear?
Are you sure your LP is getting fuel to the VP44? If the LP is running, you will still need to know how much pressure or volumn it's getting to the IP, and about the only way for a quick check is a fuel pressure gage.

Heres what I got for all your codes :
P0126 Insufficient Coolant Temperature for Stable Operation
P1693 - This is whats called a companion code. It means there are codes in the Cummins ECM as well.
P0122 Throttle/Petal Position Sensor/Switch A Circuit Low Input
P0500 Vehicle Speed Sensor Malfunction
Not sure on your last code. P046* I don't know what the last digit is. But p0460 thru p0469 all deal with fuel level sensor and purge level sensor.

P0216 Injection Timing Control Circuit Malfunction
This code popping up, plus a bad lift pump, and surging don't sound good at all. This could very well be signs of your VP44 dying.
Got them here : http://www.obdii.com/codes.html

Just spoke to my dealership according to them they cant seem tio fnd a problem they said the fuel pressure is good and on there commputer the codes are from the tps and dont apply now that they will clear them.
there was a marked improvement after I changed my fuel filter this morning in the last 10 miles before the dealership I didnt wasnt to pay there price for one so I found a napa that opend at 7 am could it be that all these symptoms were just a dirty filter ?
also the other one ony had about 8 thousand miles on it hmm
