Surging - Is it a VP44 Symptom?

started getting the dead pedal and code P0216 about a month ago on my 1999 2500 so I know my VP44 is going. I was running about 6psi between the filter and the pump so I decided to replace the lift pump with the Galcier Diesel GFS-392. Got that on at midnight last night (great kit!) and am running about 20psi at idle. On the test drive this morning I am getting surging at idle while in gear. RPM varies up and down about a 100 rpm. Seems fine at speed. Is this just another sign on an almost dead VP44 or did I screw something up in my GFS-392 install?
I bought a replacement VP44 from mwfi.com and am having a local shop install it this week - don't know if should risk driving the 20 miles to the shop.
