i have a 93 12 valve with a ve pump and the fuel filter housing it leaking i need someone to tell me step by step how to take the filter base off

1. Unplug the water sensor at the bottom of the filter and unplug the fuel heater (above the filter, what you are calling the "mount).
2. Remove filter.
3. Remove the filter mounting spud. It has a slot so you can use a wide screwdriver or similar implement (stiff putty knife, cold chisel ground like a screwdriver, or a 9/16" drag link socket have all been used). The fuel heater will fall off when you unscrew the spud.
Your leak is likely due to a bad o-ring on top of the fuel heater. They get too flat and compressed to seal. You can get a fresh one from Cummins, or use a round o-ring from the hardware store or a hydraulic shop. If you use a non-Cummins o-ring, make sure it sticks up enough to do some good.
