Serious Fuel Issues On My 2001 24v Cummins

I have a 2001, 2500 24v with endless fuel problems. In the past my truck has eaten a couple of stock replacement transfer pumps and finally I invested in Airtex after market pump and have excellent fuel pressure. Yesterday I thought I ran my truck out of fuel due to a broken fuel gauge. Anyway, I replaced the fuel filter, which was clean. I checked the transfer pump by just bumped the motor and while the transfer pump runs for about 25 sec i cracked open the fuel supply line (test port banjo bolt) and have great pressure. Now I tried cranking the motor for about 25-30 seconds hoping to allow any trapped air in the injection pump to vent out the drain manifold. The next step I tried bleeding the air from the high presser line at injectors 3,4,5
and i'm still unable to get fuel from the high pressure lines. I tried everything I know, I have preformed this procedure over 100 time in the past. I don't have a scan tool but I checked the dash coded and P 1693 cam up. Does anyone have any idea what could be the problem? Could it be the ECM or the FPCM? Would any of these issues cause trouble bleeding out air?

With the injector lines loose , are you getting equal amounts of fuel from each line?
If not, then suspect the VP as having a broken shaft.
Sorry.

have it scanned at an auto parts store, they will do it free
if the codes 1688 and or 1689 come up your FPCM is toast.
get a new VP44 and problem solved!
the FPCM is a non serviceable module on top of the VP44.
The new pump comes with a new one

1693 is common if you have any sort of box on the truck. Sounds like after repeated starvation the VP finally quit.
