seat belts stuck
both seat belts are stuck in my 98 quad cab, had the seats out installing a sub in the center seat.. and now the front seat belts wont come out...
searched and didnt find anything on here on how to fix it. any help would be appreciated.

Mine did the same thing. Check under center portion of the front seat, you should see a black plastic box about 2" by 3", box contains an inertia switch.
First make sure it is plugged in tightly. Mine lock up occasionally, I just reach under the seat and give the box a little shake and the belt retracters release and I am on my way.

Not only does the seat belt module need to be plugged in, but it must be properly bolted down to the seat frame inorder to alow the seatbelts to unlock. It bolts below the center seat, so my guess is you left it loose to make room for the sub. It basically just needs to be sitting flat.
Disconnect both batteries and let the truck sit for a few hours or over night. This will reset the seat belt gizmo that johnson814 talked about.
What happened is when you disconnected the seats the truck thinks you have been in a roll over accident and tightens both seat belt retractors.
There is another way to reset it, but I don't remember for sure what it is. I swear it is (something like) hold the cig lighter in and turn the key on with the brake peddle pressed.
This is the very same problem I ran into when I joined DTR 3,700 posts ago. The dealer replaced both seat belt retractors $600.
I then found out here what to do (disconnect the batteries) and I sued the dealer in small claims court and won.

Also found out that opening either door with engine running will release the seat belts. Must have something to do with over head lights coming on. My son found this out by accidentally. So if you are ever around New Orleans or the north shore of Lake Pontchatrain and see a D2500 with door opening and closing while going down the road it's probably me releasing my seat belt retracters so I can reach the dials on the radio

i actually used the 2 orginal screws that held it in and screwed the module right into the face of the sub box i built. so its mounted securely, just not perfectly level like it was before if that has anything to do with it.

yes, that has to do with it. if it is angled a certain amount the seat belts will lock. i installed newer seats in my 91 and ran into this problem. there are all sorts of parameters that will "unlock" the belts. they are only unlocked when they have 12v power(dumb if you ask me). it will stay unlocked for like 30sec when you do any number of things... ie open the door. i cut out the whole stupid system. there are 3 wires going into the drivers seat and 2 wires in the passenger seat. find the 12v you need to unlock them and tie it into a keyed ignition source. the seatbelts will still work, just like the older ones that lock when you pull on them quick. just another thought if you want to bypass the whole thing.
