Seat Belts Stuck...won't uncoil

Within 3 days of one another both the driver's and passenger's seat belts are stuck and won't release in the coiled up position. Anybody ever encounter this? Is there a trick to release them?

I unbolted the lower end (from the seat) of the driver's belt thinking that if I had a little more length to play with I could get it to uncoil. No luck. I ended up reeling it in another 12". I might have another 6" before I hit the plastic button/rivet stop on that one. The belt is not twisted in the housing.

It could be the control box under the console in the center. I don't know much about how to test it, but got a bunch of knowledge on making it work in an older truck when I installed 99 seats in my 96.

Stupid question: Are you turning the ignition On when pulling on the buckles?

Good one. Technically they should free up when you open a door, but I didn't hook up that wire on my 99 installation. Mine are just hooked to the key.

Yes, I have tried various combinations of key on/off and doors opened/closed to no avail. Not a question to assume. I've been known to overlook things more "obvious" in the past.
