P7100 shutoff arm not as responsive. Idling High at start up

New to the Forum... Appreciate the time of each and everyone that can assist.
Any qualified P7100 Bosch builders please chime in. Pump is attached to a Reman 1995 Cummins 8.3 with (only) 4000 miles on it.

Sorry for the lengthy thread.. figured it was best to start at the beginning,

Purchased this Bus and got it running after it had sat for about 6 years. Shut off solenoid was bad so we had to tie the arm back to get her home.
Drove it about 130 miles. Ran like a top. smooth.. responsive. Turbo sounded great , temp stayed cool. Awesome motor !
got her home. she sat a couple weeks at the house. Daily I would start her up. bump the button to start. She'd fire right up and purred every time.

Ordered a new Shut Off Solenoid. One of the local Mobile mechanics was hired to install it. Come to find out.. The part that came in was incorrect. The Mechanic attempted to rig it before I discovered what was happening.
and put a stop to it. in the process of trying to install the incorrect part he screwed something up ? The incorrect Solenoid was removed.

Currently because there's no Solenoid .To start the engine you have to hold the arm up manually. When you start the motor now she idles very high and there's no throttle response.
When you go to throw the lever on the pump down to shut it off. The motor doesn't shut down unless you press really hard on the arm. (note* you didn't have to press hard on the arm before the attempted repair was made)..
When the engine does shut down. Restarting is hard like it has air in it.

My assumption is the mechanic screwed up the pump arm somehow while he was trying to install the incorrect solenoid. I may be wrong ? could it be a hung up Governor Spring ?
also, I understand the P7100 is a Rail and pinion set up for the metering of fuel. Could a pin have slipped causing it to go in to high RPM if something like this did happen would it even start at all ?
Again, my focus is on the arm. before the attempted hack job . if you threw the arm down to shut off the motor it would stop immediately. now you have to really press it hard.
I'm thinking this is where my problem is. I hope I'm wrong about the pump. I don't want to pull that for a rebuild.

I need the Top Dawgs on this one. I'm hoping it's a minor Glitch , stuck spring , air hose, something other than the P7100.


Crying shame.. This motor was running like an absolute gem ! Should of installed the solenoid myself.. Epic Fail.. :-(

This sounds like your "mechanic" twisted the shaft up over the running position.
This bends stuff in the internals of the pump, and you are lucky that you did not have a runaway.
Since you can easily get into a situation where you have an engine without working governor that does no longer react to the shutdown lever you will need to pull the pump and have it rebuilt.
You will need to be honest about the problem and it's probable cause, because most rebuilders do not look at this section of the pump until it is on the test stand, and then the rebuilder would need to disassemble the "finished" pump again, incurring lots of extra labor costs.
