adjusting fuel shutoff solenoid

Hello all,
I need to adjust my shutoff solenoid. As it sits its not opening all the way it appears. the pump arm will eaisly go down to a point then the last bit is heavily spring loaded, my shut off is pushing it down into this point, on full open it short probably 15% of its upward travel. do I set the adj to where its full open and it closes as far as the solenoid goes?
out of commision need help

Might have to recheck , before I read your reply I pulled the shut off lever up snugly and adjusted the rod till they matched length with just a tad of slop. I just wanted to make sure it was up all the way.
