lift pump question
for the 04, the fuel pump should be located on the back side of the fuel filter housing. take a look there. if its trying to push the fuel through the stock pump, that could explain the low pressures
Someone else might be able to answer this, but the pressures you're seeing could be from a dead single pump and the result of the CP3 drawing the fuel through it.

upon further inspection I think the previous owner just put one of the cheap pumps from autozone in there the the simple 2 wire 7psi inline pumps. I was looking could I pit a universal raptor pump in the same place.
could you verify that the pump is running or not? Bump the starter and you should be able to hear it running for 30 seconds or so. check to make sure they didn't leave the stock pump in place.
I'm not familiar with the raptor pump to answer it, but most aftermarket pumps are the same installation.
