It sounds like you have found yourself in a lot of water..... It seems you don't want to go to the station and hold them responsible and I know I will probably get flamed for this and I know it is not something you would want to do on a regular basis but...... Have you considered using a chemical fuel dryer? There are a couple different brands out there but ISO HEET seems to be the most commonly available. Dump in the label rate of ISO HEET, drop in a couple gallons of good #2 to mix it up, change your filter again and see if the problem goes away. ISO HEET is alcohol and I'm sure some will be along here soon to tell you that I'm nuts and you shouldn't put it in your rig but at label rate used this one time or in very small amounts more often in your VERY forgiving Cummins it will not be a problem. If it works make sure to change your filter again when you get out of this crappy fuel and check to see why you WIF light is not working. This is exactly why they make this stuff.

I used a transfer pump hooked to my supply line from under the truck to transfer most of the tank contents into a clean 35 gallon poly drum. Tomorrow morning I am going to drop the tank, wash it out, stand it on end, and swab up any remaining water from rinsing it out. Put it back in the truck, fill it up from another barrel I picked up this afternoon before I started, put in a new filter, and see how it goes.
I don't like the idea of using heet..........the damaging water STILL makes it through the injection pump.........and however many gallons it takes to make it up to the fuel pickup in the tank would not be good on that injection pump. The engine I'm sure would be fine........it's the injection pump and injectors I am worried about.
Thanks for all the responses.........I will post how it all turns out.

Timmy,
No big deal..........just like it sounds. Cummins states up to 5% waste engine oil per tank. It burns great. Some call it black diesel.
